PENGAWASAN PARTISIPATIF DAN TANTANGAN POLITIK TRANSAKSIONAL PADA PILKADA SUMATERA BARAT TAHUN 2020
Abstract
This study aims to explain efforts to increase participatory supervision carried out by the West Sumatra
Bawaslu, especially in the City of Padang and City of Bukittinggi in the 2020 West Sumatra Pilkada amidst the rise
of transactional politics. The polemic that appears frequently is the low of public enthusiastics to participate in
supervising the stages of holding elections. Participatory supervision is a form of democratic volunteerism carried
out by the community to maintain honest and integrity elections. Low public participation is faced with various
challenges in today's election, one of which is transactional politics. The benefits are much greater when the
community becomes a follower (client) of one of the patrons (elites/candidates). By using a qualitative method and
collecting data through in-depth interviews, the results of this study show that the efforts made by the West Sumatra
Bawaslu, especially the City of Padang and the City of Bukittinggi in the 2020 Pilkada, include socializing
participatory supervision which is carried out in stages starting from the Regency/City level to the Provincial level,
in accordance with the budget post set by the RI Bawaslu. Interestingly, the target participants for this participatory
monitoring consist of various groups in the community, community leaders, youth leaders, youth organizations,
bundo kanduang, students, youth voters and the media. It even involved people who had been partisans, timses, and
political parties, because they were considered to have more desire and ability to understand the administration of
elections and cases of election violations
