Abstract

The problem that occurs in the Padang City Inspectorate is that the duties and responsibilities given are not in accordance with what is expected or the standard. For this reason, the authors are interested in discussing 1) Implementation of supervision of regional government administration within the Padang City Government, 2) Optimizing the supervisory function by the Padang City Inspectorate in supervising the implementation of Regional Government in Padang City, 3) Obstacles in implementing supervision of regional government administration in the City field. The research method used by the author is empirical juridical. From the results of research and discussion 1) Implementation of the supervision of the implementation of local government in the local government of Padang City, the supervision carried out by the Padang City Inspectorate can be categorized as "preventive". This means that the supervision is a preventive control. Preventing means keeping an activity from falling into the same mistakes over and over again, 2) Optimizing the inspection function of the inspectorate has not been carried out optimally, and 3) Obstacles, namely technical operational constraints of supervision are obstacles related to technical supervision, such as: limited Human Resources, limited budget for supervision, limited working facilities. Meanwhile, obstacles related to "political will" are obstacles or obstacles to supervision that occur outside the technical operational supervision, namely the position of the inspectorate is under the regional head who should be included in the scope of supervision.
